From what I can see online, the multi text box its finding is part of the updated versions of admx files and the older version of gpmc can't handle that. I never used RSAT. Feedback Friday: Is it October already?! The newer OS does not need to be a domain controller, you can administer GPO from any domain-joined computer if you install/enable the GP management tools. Unfortunately, there is no way to "upgrade" GPMC on an old OS.
